Electric coal prices continue to rise this fall, and the “electricity shortage” is likely to be reproduced during peak winter electricity demand. It was learned from the General Office of the Provincial Government that the “Management Regulations for Orderly Use of Electricity” in Hunan Province was recently introduced and will strengthen the management of power demand to ensure the safe and stable operation of the power grid and maintain the social power supply order.

Since September, more than 10 provinces and cities across the country have experienced power shortages. The “electricity shortage” is expected to recur this winter and may be the most difficult year since the 2004 power shortage.

According to the "Implementation Rules," it is necessary to scientifically arrange orderly use of electricity in accordance with the order of first shifting peaks, avoiding peaks, limiting power, and finally turning on brakes. In principle, the six categories of users will have priority in guaranteeing electricity use, including major party and government agencies, hospitals, schools, and household electricity use.

In addition, in principle, it will focus on limiting the use of electricity in six areas, including projects built in violation or under construction; those that have been eliminated or restricted in the catalog of industrial structure adjustment; and those whose product energy consumption is higher than the national or local mandatory energy consumption quota standards; Landscape lighting, lighting project; other high-energy-consuming, high-emission companies; destroy electricity use order, do not implement orderly electricity plans or do not support electricity users with orderly electricity management.

The "Implementation Rules" require that all levels of power operation authorities and power grid companies should promptly release warning information to the community. The orderly power warning signal is divided into two levels: provincial power grid and municipal power grid. In principle, the power or power gap accounts for the largest proportion of the current power demand in the current period divided into four levels: Level I: Particularly severe (red, 20 % or more); Grade II: severe (orange, 10%-20%); Grade III: heavier (yellow, 5%-10%); Grade IV: generally (blue, 5% or less).

Six types of users are given priority protection 1. Emergency command and disposal departments, major party and government military agencies, users of radio, television, telecommunications, railways, transportation, airports, prisons, etc. that are related to national security and social order;

2. Hazardous chemical production, power outages such as mines will lead to major safety accidents, personal injury or equipment damage to the company's security load;

3. Users of major social activities, hospitals, financial institutions, schools, etc. that are related to the safety of people's lives and property;

4. Infrastructure users such as water supply, gas supply, heating, and energy supply;

5. Household life, irrigation and drainage, chemical fertilizer production and other agricultural production;

6. National key projects, provincial key projects, and military enterprises.
