On the 9th, US President Barack Obama submitted the government budget for the fiscal year 2017 to Congress, with a total amount of $4.1 trillion. One of the key highlights of this budget is the proposed $19 billion investment aimed at enhancing national cybersecurity. This significant allocation reflects the administration's growing concern over cyber threats and its commitment to strengthening digital defenses across federal agencies.
The new fiscal year, which begins on October 1, marks an increase of approximately 5% compared to the previous year’s spending. While Obama described the budget as a "road map" for the future, many American media outlets have labeled it more like a "wish list" for his final year in office. The proposal includes plans to reform taxation by placing a greater burden on the wealthy, reduce carbon emissions, boost education funding, combat the Islamic State, and enhance national security measures.
A major focus of the budget is cybersecurity, with a 35% increase in funding compared to the previous fiscal year. The additional resources are intended to modernize outdated IT systems, upgrade network security infrastructure, and recruit top-tier cybersecurity professionals across departments such as the Department of Defense, FBI, Department of Veterans Affairs, and the Office of Personnel Management.
Obama emphasized that cyber threats pose one of the most urgent dangers to both the economy and national security, stressing the need for immediate action. His $19 billion cybersecurity initiative is designed to address both short- and long-term challenges, including the establishment of a high-level committee to monitor technological advancements and emerging cyber threats.
In addition to cybersecurity, the budget outlines significant investments in climate change mitigation, including $320 billion for clean transportation infrastructure and $11 billion for clean energy development. It also allocates $150 billion for biomedical and space exploration research, while allocating $11 billion to continue the fight against the Islamic State and support diplomatic efforts in Syria.
However, many analysts believe that the budget is more of a political statement than a realistic plan, given that the Republican Party controls both the House and Senate. The White House faces considerable challenges in getting the proposal passed. House Speaker Paul Ryan criticized the budget, arguing that the U.S. needs to address its fiscal issues rather than expand government programs at the expense of ordinary citizens. The Republicans are expected to release their own budget proposal in response.
Despite the political divide, senior White House officials expressed hope that a compromise could be reached on key issues such as cancer research funding and extending tax cuts for low-income families. As the debate continues, the 2017 budget remains a highly symbolic and contentious document in the ongoing political landscape.
A concave grating has the advantage of setting up a spectroscopic system without any imaging optics like concave mirrors. For this reason, the concave grating is used in a wide range of applications, such as analytical instruments, optical communications, biotechnology, and medical instruments. Spectroscopes incorporating concave gratings are classified roughly into two categories: polychromators or monochromators. holographic concave gratings are recorded on spherical substrates, with equidistant and parallel grooves.
