China's Policy for Supporting Wind Power Development

As oil prices hit new highs, with the strong support of policies, wind power industry at home and abroad has developed rapidly in recent years. Wind power is currently the most mature new energy source. The market competitiveness is far beyond that of solar energy and has broad prospects for development. In recent years, China's supporting policies have been linked one to another, making China's wind power industry develop at a faster-than-expected pace. The total installed capacity of wind power has ranked fifth in the world and ranks among the largest in the world. At present, China is still in the initial stage of wind power development and the future prospects are limitless.

China in 2007, new wind power installed capacity of 3,499MW, an increase of 156% in 2006, with a total installed capacity of 6050MW ranked fifth in the world, China Renewable Energy Industry Council (CREIA) 2015, China's wind power installed capacity will To reach 50,000 MW, the association’s secretary general stated that the rapid growth of the wind energy market has stimulated the willingness of Chinese domestic companies to produce wind power equipment. Now, there are more than 40 local companies in China that are involved in the production of power equipment. In 2007 , local products accounted for 56% of the market, and this figure was 41% in 2006 . Zewos, president of the Global Wind Energy Council, believes that the current domestic production capacity in China is: 5,000 MW, and it is expected to reach 10,000 to 12,000 MW by 2010 . The tremendous achievements made by the wind power industry are inseparable from the strong support of governments at all levels.

First, the renewable energy development plan indicates the direction

In order to accelerate the optimization and adjustment of China's energy structure, the planning and related policies of the renewable energy industry have been frequently introduced in recent years, providing good policy support and prospects for the development of new energy industries.

September 4, 2007, the State Council announced the "long-term renewable energy development plan." This is another major event for the development of renewable energy in China following the promulgation and implementation of the new energy law in 2007 . The plan further clarified the medium and long-term specific development goals for renewable energy in China. That is: In 2010 , renewable energy consumption will account for 10% of total energy consumption in the country, and will reach 15% in 2020 . Among them, the total installed capacity of wind power is 5 million kilowatts in 2010 . The renewable energy industry will cultivate nearly 2 trillion yuan in emerging markets in the next 15 years. Among them, wind power investment is about 190 billion yuan.

On March 18, the National Development and Reform Commission announced "renewable energy development" Eleventh Five-Year "plan" (hereinafter referred to as the "Five-Year Plan"). Compared with the "Long-Term Renewable Energy Development Plan for Renewable Energy" ( hereinafter referred to as the " Medium- and Long-term Plan ") announced last August , the development goals and development priorities of some renewable energy during the " 11th Five-Year Plan" period have been adjusted. "Long-term renewable energy development plan" and "renewable energy development" Eleventh Five-Year "plan" the basic objectives and is shown in table 1.

According to the “ Five-Year Plan ” , by 2010 , China’s renewable energy will account for 10% of energy consumption, and the country’s annual renewable energy use will reach 300 million tons of standard coal. At the same time, China will focus on the development of hydropower, biomass, wind, solar, and rural renewable energy. What attracts people's attention is that in the just-announced " Five-Year Plan, " the National Development and Reform Commission has significantly increased its wind power planning goals. The " medium and long-term plan " proposes that by 2010 , the total installed capacity of wind power in China will reach 5 million kilowatts. In the "five-year plan", the goal is to raise 10 million kilowatts. From 2007 , China's wind power total installed capacity exceeds the forecasted growth rate (by the end of 2007 , cumulative installed wind power capacity in China has reached 5,561,700 kilowatts); from 2006 to 2010 , the average annual compound growth rate of wind power installed capacity and solar photovoltaic installed capacity is expected. It reached 58.49% and 80.86% .
